This function translates Sutron "pseudobinary format B" 1 and 3-byte data entries and returns original transmitted value. Details of pseudobinary format can be found in the Sutron manual (https://www.sutron.com/documents/xlink-manual-3.pdf). For example:
The encoded string '@SW' returns the value 1239. If the optional right digit parameter is passed, the value will be transformed per the formula value * 10^-rd, allowing the user to recover the correct decimal positon.
