switched capacitor battery equalization

This circuit is to simulate an active battery balancing switched capacitor topology for a BMS

This unfortunately is not a working file. I have been struggling these past few days to figure out why I cannot stop the flow of current from the 'controlled current block'. I have played around with the code as well as different types of switches. If anyone is able to give suggestions on how to control this switch it would be greatly appreciated.
Also, please ignore the rest of the design. I have not finished setting the PWM frequency and the capacitance values. I am only concerned with how to control this switch.
