Why do I receive a "Hostids Do Not Match" warning when installing the network license manager?

Why do I receive a "Host IDs Do Not Match Error" when installing MATLAB R2021b or newer with a server license.dat file with the error below?
The Host ID in the license file must be for this computer. Obtain a new license file generated for the Host ID of this computer from your license administrator or from MathWorks License Center.

This warning appears when attempting to install the network license manager using a license file activated to an IP Address. You can dismiss this message and continue through the installation,
The license.dat in MATLABROOT\etc may need to be edited. The SERVER line that is created in the license.dat file may be missing the "INTERNET=" syntax before the listed IP Address.
To resolve this, edit the license.dat file and add "INTERNET=" in the SERVER line. 
For example, the following SERVER line:
SERVER test-server 192.168.86.31 27000
Must be updated to:
SERVER test-server INTERNET=192.168.86.31 27000
Once the license.dat file is updated, you will be able to start the license manager.
Alternatively, instead of using a license file activated to an IP Address, a license file activated to the MAC Address of the computer will not encounter this warning.
