You can refer to the following steps to install communication toolbox in MATLAB:
1.On the MATLAB Home tab, in the Environment section, click Add-Ons.
2. In Add-On Explorer, browse or search for the Communications Toolbox and click Install.

Communications System Toolbox is an optional extra-cost license for MATLAB Student version and for MATLAB Student Suite. If you are using a university-provided license then whether Communications System Toolbox is included depends on the details of what the university negotiated with Mathworks.
The fact that you are directed to the maintenace page hints that you are using an older Student or Student Suite license whose Software Maintance Service has expired. If so, then you might be required to pay retroactively for Software Maintance Service to bring your license current in order to be permitted to purchase Communications System Toolbox.
