Why does the MATLAB installer fail with the error "Error 997. Overlapped I/O operation is in progress"?

When I try to start the MATLAB installer on Windows, I get the error message "Error 997. Overlapped I/O operation is in progress".
How do I fix this?

This issue is caused by bugs in two Windows Updates (KB2918614 and KB3000988).
To resolve this issue, please try the following:
1) If you are using a temporary user account (e.g. Guest), switch to a different user account.
2) Install any pending Windows updates.
3) Remove the updates.
- Go to Control Panel
- Go to "Programs and Features" (click "Uninstall a program" if "View by" is set to "Categories")
- Click on "View installed updates" on the left side)
- In the search box at the top-right search for KB2918614. If you find it, uninstall it.
- Do another search for KB3000988. If you find it, uninstall it.
- Reboot the computer and try installing the software again.
