lcdata.xml doesn't work after I changed encoding type

After I use feature('locale'), the results show warning, it's matlab 2015b， osx 10.9
Is there anything I should change because it seems nothing changed after I modify lcdata.xml?

It seems matlab failed to read lcdata.xml
