This is a common class assignment, so I imagine that by now 5000 or more people have written the code.
If you are a student, it would seem advisable to write the code yourself. If you are a researcher, then use some of your research funds to hire a student to write it for you.

If you care to name a _particular_ "somebody" who had the code but did not put it on the FEX, I might or might know the person well enough to know the answer or well enough to ask them. Without a particular "somebody" to reference, though, there is no way to answer the question.
If the "somebody" in your question is intended to refer to myself, Walter Roberson, then the answer might have something to do with the fact that I have never studied the topic. Turbo codes were not even invented until the decade after I graduated. In my day, we eventually grudgingly put up with V.32bis because it was cheap and good-enough for local communications (but we cursed as we helped users through the endless V.32bis problems); everything later like V.90 was heretical. Excellence in data communications to us was a Telebit Trailblazer (Even now, every systems operator worth their salt who lived through those days has some Telebit devices stashed in case the Internet has a massive failure!)
Anyhow, after you finish writing (and testing and documenting) the code for the program, you could be the "somebody" who submits the code to the FEX.

Hi,
I am a student and working on ofdm systems. I want to analyze the performance of different coding techniques. But I am not able to find a code for turbo coding on ofdm system.
Can anyone help me on this?
