Why is the Fixed-Point Designer checking out a key of DSP System Toolbox in MATLAB R2015b?

When using the Fixed-Point Designer in MATLAB R2015b it is incorrectly checking out a license key of DSP System Toolbox, if available. Why is DSP System Toolbox checked out if it's not a requirement for Fixed-Point Designer?

This is a bug which was resolved in MATLAB R2016a. A workaround is available in the bug report.
