What's the code Intelligent water drop algorithm

I'v been locking for intelligent water drop algorithm in TCP code or at least pseudo code but papers don't publish it. converting its equations is hard.

Look up "intelligent water drops algorithm" on the search engine. I got the 1st hit as the pdf.

I couldn't find a matlab version, but I found a python version. So you'll have to translate, or have Matlab summon a Python code.
