Why do I receive error "Bundle#72" or error "Bundle#73" on "libmwslcg_bhm_plugin.dll" when starting Simulink in MATLAB R2018b

I receive the following error message when starting Simulink or opening a Simulink model in MATLAB R2018b (or its Updates) on Windows OS. It may happen on the first start or after some special operations, e.g. forcibly shutdown.
Error is :
Bundle#72 start failed: Loading C:\MATLAB\R2018b\bin\win64\simulink_plugins\slcg_bhm_plugin\libmwslcg_bhm_plugin.dllfailed with error: The specified procedure could not be found.
or
Bundle#73 start failed: Loading C:\MATLAB\R2018b\bin\win64\simulink_plugins\slcg_bhm_plugin\libmwslcg_bhm_plugin.dllfailed with error: The specified procedure could not be found.

Please close MATLAB, find "libmwslcg_bhm_plugin.dll", delete it, and restart MATLAB.
Notice: This method is effective only in MATLAB R2018b (or its Updates) on Windows OS.
