Error loading mkl.dll : not valid win32 application

When I try to multiply matrices, I get the following error:
Error using *
BLAS loading error:
mkl.dll: mkl.dll is not a valid Win32 application.
I am using a fresh install of 64-bit MATLAB R2018a on a 64-bit, Windows 10 PC.
The file mkl.dll is stored in ...\MATLAB\R2018a\bin\win64 so I assume it is also 64-bit.
Why does MATLAB want a 32-bit file and how do I fix this problem?
