I want to use tf and rlocus and it says: tf requires Control System Toolbox.
Update: I use matlab android app. It connects to cloud. I sign in with an email and password but I dont have lisence for this account. Many things are working like 2+3 or tf2ss but not Control System Toolbox

Is your email address at your university? If so then you might be using the university license.
However I would still expect Control System Toolbox to be present, unless universities can request special configuration in a way that I have not heard of before.

No. It is a personal email and I dont have license. It seems like MathWorks Cloud is free but there are no toolboxes.
help tf
%'tf' requires one of the following Control Systems Toolbox. If I click on this it writes this command but nothing changes:%
matlab.internal.language.introspective.showAddon('CT', 'tf')

MATLAB Cloud is not intended to be accessible without a licence as far as I know.
