I was told that for my project, I should be using 2018b Update 3. Is it still possible to install this version?

First, open MATLAB R2018b.
Then, in the top toolbar, click on Add-Ons, then Check for Updates then click on Products. The utility will then check to see if any updates are available. If one is, it will tell you, and give you the option of clicking to confirm you want the update. Once you are ready to download the update, quit MATLAB (the update window will remain active), then begin the download. This will take a while (at least several minutes), during which time you cannot use MATLAB 2018b. When it finishes, it will tell you, and then offer to launch R2018b again.
As a side-note, in R2019a, Check for Updates moved from Add-Ons to Help.

Note that unless the code relies on a bug present in update 3, it would make more sense to use 2018b update 4.
