SpecifyCoefficients for a specific PDE

Hello,

I am trying to use the PDE toolbox to solve a PDE on a cylinder. I can define the geometry and boundary conditions fine, but I'm having trouble with defining the PDE itself. I want to specify the following PDE:

f is a function of r and z that I have defined. Is there a way I can specifically define this PDE? I don't see a way I can get it from the PDE specified in solvepde or solvepdeeig.
