When is the 'ModelRefe​renceVersi​onMismatch​Message' Simulink model parameter editable?

When I open a model's test harness, I receive the following error:
I would like to disable the "ModelReferenceVersionMismatchMessage" parameter, but when I go to the configuration parameters, it's greyed-out and I can't modify it. When I try to edit it from the command line, I also receive errors:
The documentation page for this parameter doesn't give any hints as to when it is possible to actually edit it. How can I edit it?

get_param(model,'ModelReferenceVersionMismatchMessage')
set_param(model,'ModelReferenceVersionMismatchMessage','warning')
set_param(model,'ModelReferenceVersionMismatchMessage','none')

Unfortunately for the model I am using, only the get_param command works. It returns 'error'. Trying to set it as anything else results in the error that changing it is "not allowed".
I believe it has something to do with the custom System Target File that I am using. It is causing this parameter to be uneditable.
Yes. In the .tlc file, you can disable certain configuration parameters. Open the .tlc file to see if you can find the source.
Thank you. You're right. I can enable the parameter by modifying the custom .tlc file like this:
slConfigUISetEnabled(hDlg, hSrc, 'ModelReferenceVersionMismatchMessage', 'true');
