"not recognized as an internal or external command, operable program or batch file"

I ran
clear all
pp=gcp('nocreate');
[~,numproc]=system('nproc','-echo');
numproc=str2double(numproc)-1;
it turns on Matlab 2019a but I got a following error message at 2019b
"'nproc' is not recognized as an internal or external command,
operable program or batch file."

I think your operating system is Windows on which MATLAB is installed therefore its not recognizing the command 'nproc' as its a linux system based command. I tired the above code in MATLAB in both Windows 10 and Debian 10. Windows one showed the same error and Debian one gave the correct output.

Could you confirm that nproc is working for you on R2019a but not R2019b, on the same account of the same computer?
Do you have the Linux subsystem installed?
On each of the two versions, what shows up if you run the matlab command
getenv('PATH')
?
