Connecting Android Devices with Web App Server

Is it possible to access web app hosted by Web App Server by a mobile phone (android) on a local network. If possible what are the prerequisites to do that. The Web App Server runs on Windows 10.

Tried connecting with the server, the result was "No Go". So not possible on andriod
