Professional or Academic MATLAB licenses
This error indicates that an end user has already been assigned to the license. Only one end user may be on an Individual or Designated Computer license.
If an end user has been added to the license in error, contact the license Administrator to have the user removed. If you are the Administrator of the license, instructions for removing an end user can be found here:
MATLAB Student and MATLAB Home
MATLAB Student and MATLAB Home licenses are single-user and non-transferrable. It is not possible to change the end user on a MATLAB Student or MATLAB Home license. If you are seeing this error when attempting to activate MATLAB Student or MATLAB Home, please contact MathWorks support:

How can I download the latest purchase of Simscape and Simscape Driveline on my home laptop?
When I am trying doing so, and enter my license number, the system produces an error, stating that there is already an association.

Hello John,
You should be able to download MATLAB and toolboxes from https://www.mathworks.com/downloads/
If you are still having trouble downloading or installing then please contact our support team.

I have an older laptop that I want to use for this Matlab project. Apparently my license is activated on a new laptop that I do not use. Can I activate the software on the older machine?

Yes you can. I have the same situation as the one you describe and I was allowed to install Matlab on both laptops

I want to make payment with a credit card for this license: License: 6XXXXXX, and this quote Quote 12XXXXXXX I understand it might be already linked to another user. How can we get it linked to me so I can make the payment?

Please start your own question for that; it is not relevant to the licensing question being discussed here.
