Why do I receive a 'cabinet file' error when trying to install MCRInstaller?

I am trying to install MCRInstaller so that I can run a deployed application. I run MCRInstaller.exe and before the installation process is complete, a popup error dialog box appears with the error message:
The cabinet file '_B74EE4BCEB570BAD75C6A3C4E5D427C7' required for this installation is corrupt and cannot be used. This could indicate a network error, an error reading from the CD-ROM, or a problem with this package.
As a result, the installation fails and I am unable to run a deployed application.

This error is caused by attempting to manually execute the unzipped setup.exe file during the installation process.
To avoid this error, running MCRInstaller.exe again. The MCR Installer will unzip several files including setup.exe, which it will execute programmatically. DO NOT attempt to manually execute this file, by double clicking on it, during the installation process.
