Why do I receive a 'cabinet file' error when trying to install MCRInstaller?

I am trying to install MCRInstaller so that I can run a deployed application. I run MCRInstaller.exe and before the installation process is complete, a popup error dialog box appears with the error message:
The cabinet file '_B74EE4BCEB570BAD75C6A3C4E5D427C7' required for this installation is corrupt and cannot be used. This could indicate a network error, an error reading from the CD-ROM, or a problem with this package.
As a result, the installation fails and I am unable to run a deployed application.
