Simulink Design Optimizationをインストールしているのに、アプリ一覧からパラメーター推定器アプリが見つからない(表示されていない)。

パラメーター推定器アプリは、MATLABの「アプリ」タブからではなく、Simulinkモデルの「アプリ」タブから開く必要があります。MATLABのタブから開こうとしていませんでしょうか。以下の動画の5:28時点をご参照ください。

追加情報ですが、ライセンスがチェックアウトできていないという可能性もございます。
MATLAB起動後、下記コマンドを入れて、戻り値が1以外の場合、ライセンスに問題があります。
>>> license checkout simulink_design_optim
