Why is a "dead signal" not generated during code generation with Embedded Coder?

I am using AUTOSAR and I have a few signals that are stubs and do not have any logic implemented with them. I'm trying to compile this code with a third-party toolbox, and I'm receiving this compilation error:
"my_sig_foo" is undefined
Why are the dead signals that I've defined in my SLX model not declared in the generated Embedded Coder code?

Right click on the signal and set it to be a "Test Point." This overrides the compiler optimizations.
This will force the signal to be generated, even if it has no logic attached to it.
