Time Descending
For some reason, an external service we use to build our website my be blocked in your region. You may be able to use a browser like opera that lets you use a vpn connection to a server in another region to connect. Please post here if that fixes these issues.
Have you tried to clear your browser cache? You're experiencing an issue where the top menu isn't styled correctly, which means (most likely) some CSS resources aren't being loaded or that the page markup and intended CSS styles aren't matching up.
